HOUSTON COUNTY:    All Houston County Commissioners were presents for the Administrative Meeting.

Chairman Culver spoke to Hurricane Michael. Culver said we are in recovery mode here, help mode in our community and others. Director Judah, the Sheriff Department, volunteers, community, utility services have done a lot of hard work.

Culver said people have a lot of questions are we are working to get their lives back to normal. As bad as it is here, it could have been worse.

Dothan - Houston County Emergency Management Director Chris Judah addressed the commissioners about Hurricane Michael. Judah had a conference call with all of the Mayors throughout the entire county and the legislative delegation. Judah said Alabama EMA is on the ground all in Houston County assessing damage.

Chairman Culver and Houston County Engineer Barkley Kirkalnd said debris pickup started yesteDay. Culver said that Sanitation would debris by end of month. Chairman Culver asked to seperate the limbs and trees with building material in other piles. Chairman Culver asked to place the debris on the shoulder but off the roadway.  

Chairman Culver and Engineer Kirkland said this might take long time,  5 to 6 months to complete.

Engineer Kirkland said there are only 8 roads closed due to pipe issues. Houston County started with 585  roads closed and now down to 8.   

Chairman Culver said that Houston County will pickup debris in municipalities pending agreements with the municipalities across Houston County.

Houston County Probate Judge Pat Davenport asked the polling places in Gordon be moved from the Town Hall to the Senior Citizens Center, which is next door. The reason for the move is Hurricane Michael damage to the Town Hall.

Houston County has entered into an agreement with State Bank and Trust for the deposit of County funds For a three year period beginning January 1, 2019. Currently Houston County gets 1.1% interest. After the move Houston County will get 2% compounded monthly based on their average daily balance.

The commission will approve the permit renewal application for Houston County Economic Development Association. 

The Town of Taylor has agreed for the Houston County Sheriff Department to place the repeater for the new radio system on top of the water tank in Taylor. They will enter into a 99 year lease for $ 1 per year.

Commissioner Doug Sinquefield wanted to express since appreciation to Taylor, Cottonwood and Columbia for working with the county on allowing repeaters on the water towers and saving Houston County thousands of dollars.

Houston County Engineer Barkley Kirkland asked the commission to “declare an emergency and bypass normal bid requirements for equipment purchase for road and bridge”. That is approved for Monday and Kirkland will buy to multi purpose grapples.

LOL - the grapples are “emergency purchases”. But the two way radio communications of which emergency personnel talk to get help and send emergency personnel to help others is not “emergency purposes”. And folks the current radio system...is D E A D .. Robert Byrd - Coroner - DEAD! It was pointed out to Houston County Sheriff Major Bill Rafferty is the purchase of a grapple is an emergency certainly the radio system is.

And the Houston County Commissioners think it is...just got to ask! Ain’t the commissioners fault.
