On March 28, 2018 a Deputy Sheriff with the Uniform Patrol Division was on patrol in the area of Hwy 71 and Rocky Creek Road in Marianna, Florida. While on patrol the Deputy observed a traffic violation and conducted a traffic stop on the vehicle. Upon making contact with the driver of the vehicle the female driver identified herself, to the Deputy, using a false name. As the conversation continued the Deputy smelled the odor of marijuana emitting from within the interior of the vehicle.

The Deputy then requested for the driver of the vehicle, later identified as Monica Jane Willis, to exit the vehicle so that a probable cause search could be conducted. Willis refused to exit the vehicle despite the Deputy ordering her to several times. The Deputy had to force Willis to exit the vehicle to which she was subsequently detained. While the Deputy was escorting Willis to his patrol vehicle Willis threw a glass pipe in a ditch. The pipe recovered was one which is conducive with one used to inhale illegal substances into the body.

A probable cause search of the vehicle, from the odor of marijuana, revealed the following: in the area between the driver's seat and passenger seat a quantity of marijuana was recovered. In the front passenger seat a female’s purse was recovered. The purse contained a crystallized substance presumed to be methamphetamine which was in a small jewelry style bag. The substance was field tested which returned favorable results for the substance being methamphetamine. Also within the purse spoons were located which contained methamphetamine residue as well.

It was discovered during the probable cause traffic stop that Willis' license was revoked and she is a Habitual Traffic Offender. During this time, it was discovered Willis was on active State Probation as well.

At the conclusion of the traffic stop Monica Jane Willis was placed under arrest and transported to the Jackson County Correctional Facility to await first appearance.
