Apparent Violations Of Alabama Law By Barbour County School Board Supt. and School Board President

BARBOUR COUNTY/CLAYTON:    This afternoon I received a phone call from concerned citizens of the Barbour County School system. According to the information received they have twice (2) sent "certified" letters to the Barbour County School Superintendent, Dr. Matthew Alexander, requesting to be placed on the school board agenda. 


To date, no reply.


The newspaper of circulation announcing the school board meetings is published on Thursday. The special called meeting of the Barbour County School Board was held on Wednesday but advertised on Thursday.


The concerned citizen asked to be sent agendas of meetings. According to the caller the Supt. decided only the media is to be notified. That is contrary to the Barbour County School Board policies on line and contrary to Alabama State Law.


There is a Barbour County School Board meeting scheduled December 10 at 6 PM. They meet in Clayton in the Teacher's Resource Center at Barbour County Transportation Department, 15 S. Armory Street in Clayton.


The Barbour County School Board members are: Dr. Matthew Alexander, Supt., Shirley Johnson of District 1 and Board President: Mrs. Louise Gibson of District 2: Ms. Jacqueline Davis of District 3: Ms. Johnnie Helms of District 4: and Dr. Ruby Jackson of District 5.


Dr. Alexander and Ms. Shirley Johnson, it is your responsibility to make sure that the school board policies and Alabama State Law are followed. If you have been sent two certified letters and not responded - SHAME SHAME.


Also it is your responsibility and Alabama State Law to make sure if someone requested to be notified of your meetings to do so.  A legal challenge can be filed and there is a fine of up to $1,000.00 individually ( out of your own pocket ) not the school systems for violating Alabama Law. 


BARBOUR COUNTY SCHOOL BOARD POLICY


Copies of the agenda for regular meetings shall be made available at least three (3) calendar days prior to the scheduled meeting date to the public or other parties who have expressed a desire for such copy of the agenda. Copies of the agenda for a special meeting shall be prepared.

Any item to be placed on the agenda of a regular Barbour County Board of Education meeting shall be submitted in writing to the Superintendent’s office no later than four o’clock (4:00 p.m.), five (5) working days prior to the meeting at which consideration is desired. This rule shall not preclude the right of any citizen to address the Barbour County Board of Education; however, except for good cause as provided herein, the Barbour County Board of Education shall not take action on any substantive proposal until such matter has been formally placed on the Barbour County Board of Education agenda. Copies of the agenda for regular meetings shall be made available at least three (3) calendar days prior to the scheduled meeting date to the public or other parties who have expressed a desire for such copy of the agenda. Copies of the agenda for a special meeting shall be prepared. A. Any person or group desiring to be placed on the agenda shall file with the Superintendent, by twelve o’clock (12:00) noon at least five (5) working days prior to a meeting, a request to be placed thereon. Such request shall contain the following information: B. The name and address of the person making the request; C. The organization or group, if any, represented; D. Content of the information to be presented - if written material is to be passed out, a copy of such material shall accompany the request; E. An estimate of the time necessary for such a discussion; F. Specific action desired of the Board
