ARREST MADE IN ARSON INVESTIGATION

On May 7, 2018 at approximately 4:16 AM the Bonifay Police Department, Bonifay Fire-Rescue and Holmes County EMS responded to a structure fire at the Holmes County Library A. J. "Jim" Dixon Annex Building.
The fire was quickly extinguished by Bonifay Fire-Rescue with the majority of damage confined to an outside storage building. The Bonifay Police Department and the State Fire Marshal’s Office reviewed video surveillance from the main library building. A black male in his early 20’s was observed on the footage setting the fire and then taking pictures of the fire on a cell phone.
At approximately 8:02 AM, an anonymous caller to Holmes County Dispatch advised there was a black male acting suspicious in the area of Indiana Villas Apartment Complex. Officers located a black male identified as Franklin Ralph Russ Jr. as the individual on surveillance footage at the library annex. Russ is 23 years-of-age and a resident of Bonifay. Russ was placed under arrest for arson and armed burglary of an unoccupied structure. Russ was then taken to the Holmes County Jail for booking.
