DOTHAN:    Dothan Mayor Mark Saliba and members of the Dothan City Commission came together to meet for their regular scheduled meeting.  The meeting was called to order at 10:00 AM.


Child Abuse Prevention Month was declared. 


Dothan 211 announced some upcoming events for Houston County Gives Day.


Proclamation for Houston County Spirit of Service Day. Ms. Linda Kelley, with Dothan Area Chamber of Commerce, was on hand representing the Houston County Spirit of Service Day. The date is April 13, which is the 30th annual Spirit of Service Day. This event covers the entire Houston County to include the City of Dothan. Projects are on going today through May 4. The emphasis day is April 13th.


Houston County Spirit of Service Day was initiated by former Houston County Commission Chairman Robert Chairman. A project where citizens come together and work for clean up and a better community.


Brandi Deese was recognized  for her participation in the World Games Special Olympics Silver Medalist Winner. Brandi was the first ever cyclist from Alabama to be involved in the World Games. Brandi was one of  7,000 atheletes who was involved and some 60,000 guests watching. She was selected as one of the three for the closing ceremonies.  


 Commissioner Janesky Fleming thanked for all who participated in the job fair at Martin Homes last week.


Commissioner David Crutchfield announced a concert at THE PLANT this coming weekend if looking for something to do. Also Commissioner Crutchfield thanked the department heads which have helped with recent projects.


Dothan Leisure Services recognized Coach Jin R. Jiang. He has been with the City of Dothan since April 4, 1994. He was recognized for his 25 years of service with the City of Dothan. Coach Jiang is the swim coach for Dothan Leisure Services.


Dothan 14 and under Basketball All-Star Team, 2019 Alabama Recreation and Parks Association State Basketball Champions.


UPCOMING EVENTS 


April 3 Special Olympics


Dothan Miracle League Mondays, Thursdays and Saturdays. Kids play ball.


Foster Fest will be Friday, April 5.


April 6 South Alice and Dusy Street area scheduled power outage. All work that can be done while power is hot has been done. Now power has to be cut. So at 6:30 AM on Saturday, April 6, Dothan Utilities will have to cut the power to complete the work. About 400 people will be affected. Efforts have been made to notify everyone that will be impacted. Anyone with a  medical issue will have to call 911 according to Billy Mayes Acting City Manager. A lot of equipment please avoid area.

BUSINESS


Application for a Lounge Retail Liquor License, Class 1, ( on or off premises ) for Hookah Palace Lounge located at 3803 Ross Clark Circle, Suite 3, by Cyrel Carter. APPROVED. 


Acceptance of the Comprehensive Annual Financial Report ( Audit ) for year ending September 30, 2018. Mr. George McClintock and Marc Nelson were on hand. It was described as a good report and the City of Dothan is on good financial standing. The report is a long detailed report.  McClintock covered a few things, it ended with $ 119 million so Dothan ended in a strong position. The Utilities had a positive change in the new position. The two big things important to the City of Dothan and the financial pulse is sales and use tax revenue. It was over $ 67 million, and increase of $ 850,000.00 over the previous year. The Utilities section has a $ 14 million dollar change in the positive position. The City of Dothan is strong economically.


McClintock attributes that to the Mayor and Dothan Commissioners for staying within their budget. Last year was a good year for Grants, which helps the City of Dothan.


McClintock thanked Lisa and the Dothan Financial Department for their help and assistance.


The audit report is viewable at the Dothan City Clerk’s Office in the Dothan Civic Center.


Mayor Saliba thanked the staff and department heads for their work and keeping the budget in line.


Public Hearing regarding the abatement and removal of noxious or dangerous weeds. No one spoke.


Rezoning property owned by Isaih Price located at 824 East Burdeshaw Street from R-4 to B-3 Business District. APPROVED. 


Declaring certain properties which are overgrown with weeds, scrub, wild bushes, grass and other vegetable growth as injurious to the health, Safety, and welfare of the community as nuisances and ordering that the properties be abated. APPROVED.

Entering into a permit agreement with the Alabama Department of Transportation to tap existing water main and install a new domestic water service, irrigation water service and fire hydrant assembly with fire line valve for new operations center for Midsouth Bank, located at 2582 West Main Street.f APPROVED



Awarding the bid and entering into a contract with MidSouth Paving, Inc., of Dothan, Alabama for Improvements to the Jerry Drive Project, in the amount of $197,835.00. APPROVED




Executing Change Order Number Two with Saliba Construction Co., Inc. for the Regional Public Safety Training Center with a date of Substantial Completion of September 26, 2019, and for a net increase of $122,951.00 and a contract total of $18,313,493.00.





Entering into an agreement with Exceleron Software, LLC, for payment processing and access to MyUsage, for a one-time fee of $15,000.00, plus travel expenses and monthly charges based on usage. APPROVED. While Mayor Saliba is not this Saliba Construction Company because of the same last name Mayor Saliba abstained.







Accepting the proposal from Superion in the amount of $8,570.00 to develop/purchase the software required to enable the acceptance of customer payments in Exceleron’s payment system and record payments in the City of Dothan’s Customer Information System and an annual maintenance fee of $520.00. APPROVED.












Entering into an agreement with ThinkGard, LLC for a one-time cost of $23,456.20 for hardware and monthly DataGard cloud services of $5,994.00. APPROVED.




Entering into an agreement with Telecom Audit Group, LLC to perform a Telecom, Cellular, and Cable audit on the City’s telecommunications billings, covering all non-911 circuits. APPROVED>











Entering into an agreement with U.S. Business Products, for a Sharp Copier for the Accounting office of the Finance Department, at an estimated cost of $43.00 per month. APPROVED.




Submitting an application with the State of Alabama Department of Education for participation in a Summer Food Service Program for Children, entering into an agreement with the United States Department of Agriculture for administration of the program and entering into an agreement with the Dothan City Board of Education for providing food services for the Summer Food Service Program for Children. APPROVED.







Re-appointing Lanie Chapman and Dr. Dell S. Goodwin as members of the Dothan-Houston County Intellectual Disabilities Board. APPROVED.







Awarding bids and approving other purchases over $15,000.00 by the City. APPROVED.








Approving advance travel requests for City employees. APPROVED.

ADMINISTRATIVE MEETING FOLLOWING COMMISSION MEETING



Leisure Services Director Elston Jones made a request for Leisure Services and Dothan Police Department to implement the initial portion of the City Facilities and Park Safety Plan. This is upgrades of camera systems and adding camera systems within the City of Dothan Parks and Recreation. 


In a joint project Dothan Police Department and Leisure Services have worked for cameras internal in the buildings, facilities, and parking areas and this is Phase One of the project. This item will be moved to the next Dothan Commission regular agenda.
