Governor Ivey Has Smoking Mirrors for Alabama Sheriff

NOTE:     In Houston County, it is the responsibility of the Houston County Commission and not the Houston County Sheriff to foot the bill to feed the inmates. Former Houston County Sheriff Lamar Glover executed a contract with the City of Dothan and Houston County Community Corrections for their meals to be prepared by the Houston County Jail. The Sheriff of Houston County does not fund the feeding of the prisoners at all.


However in some of the 67 counties across Alabama, the Sheriff "personally", not the "county" is responsible for feeding the prisoners. If there is a shortfall in the amount of money that has come in to feed the inmates, the Sheriff "personally" out of his pocket has to pay the shortfall. Therefore when there is a profit the Sheriff "personally" has been able to keep that profit.


Governor Ivey's pledge is good if the county or state is responsible for feeding the inmates. But it is laughable that Governor Ivey and the State of Alabama pays $ 1.75 PER DAY for state inmates to eat three meals per day. Yes folks, $ 1.75 per day per inmate to eat three meals per day.


So do not get caught up in Governor Ivey's smoking mirrors on the pledge. 


If there is not enough money to feed the inmates the State of Alabama or the county, not the Sheriff personally should cough up the money.


If the Sheriff has to then the Sheriff should keep the profit.



ALABAMA:    Nine Alabama sheriffs have sent the state signed affidavits stating that they will use state jail food funds only to feed state inmates.


Gov. Kay Ivey updated the affidavits - which county sheriffs must sign to receive the state inmate-feeding money - last month to include an "oath" that they will not use the funds for any other purpose.


The move was an attempt to put an end to some sheriffs' longstanding practice of pocketing "excess" state money they receive to feed state inmates in their county jails but do not use for that purpose. The practice has been a major point of controversy in Alabama since AL.com reported in March that Etowah County Sheriff Todd Entrekin had pocketed more than $750,000 worth of inmate-feeding funds over the previous three years and proceeded to purchase a $740,000 beach house in September 2017.

TRUTH 


Former Henry County Sheriff Welcher died when he was Sheriff. The Coroner, Norman Holman took over as Sheriff. The Governor of Alabama was Guy Hunt.


It was election time when Sheriff Welcher died. Two men were running for Henry County Sheriff, Lawton Ed Armstrong and James Golden.


Since it was election time Governor Guy HUnt appointed the Coroner, Norman Holman, as Henry County Sheriff to fill the unexpired term as Sheriff. Holman had to go to the bank and borrow $ 5,000.00 personally to set up a jail food account to feed the inmates. It was and is the Sheriff's personal responsibility to feed the inmates.


Lawton Ed Armstrong went on to win the Sheriff's race. Holman enjoyed serving as Sheriff and served both as Sheriff and Coroner until the unexpired term of Sheriff Welcher expired.


But I distinctly remember Norman Holman talking about having to borrow the $ 5,000.00 personally to set up the food account to feed the prisoners.
