Has Anyone Missed Dothan Not Having A City Manager

DOTHAN:     It was February 2018 when Dothan City Manager Mike West notified Dothan Mayor Mark Saliba and the six dwarfs ( Dothan Commissioners ) that he was retiring at the end of the year 2018.


Dothan City Manager Mike West kept his word. He retired.


Dothan Commissioners paid $$thousands$$ of dollars to Slavin Group to assist them in searching for and selecting a Dothan City Manager. From February 2018 through December 31, 2018 Mayor Mark Saliba and the Six Dwarfs ( Commissioners ) were unable to select a Dothan City Manager.


RSN broke the names of the three finalists. Those included one from Dothan, one from Enterprise but in Florida and another from Florida who was paid $ 250,000.00 to leave town.


In a surprise move that was NEVER DISCUSSED in an open public meeting Dothan Commissioners entered into a professional services agreement with Mike West to be Intereim City Manager.


The City of Dothan pays over $ 200,000.00 annually to a City Attorney ( Len White ) and a Personnel Director ( Delvik McKay ) to make sure they do things right. Well they did not do the employment of Mike West as professional services correctly. Not counting there was never any public discussion but Mayor Saliba and the six dwarfs were all in agreement.


So in a hastily called meeting Mayor Saliba and three dwarfs ( all six were not present ) they changed the agreement of Mike West. It will begin, if memory serves me correct, on January 20, 2019. But in the resolution is named the two department heads who would be acting City Manager. Those were January 1 - 10 Dothan Fire Chief Larry Williams and January 11 - 20 Dothan Utilities Manager Billy Mayes.


Today is a Dothan City Commission Meeting. We have gone 16 days without a Dothan City Manager. Has any of the registered voters of the City of Dothan even noticed Dothan has not had a fulltime City Manager?


QUESTIONS:    


1. If Mike West has entered into a Professional Services Agreement with the City of Dothan, does he have a business license with the City of Dothan and the State of Alabama to be a Professional Services?


2. Can someone under contract and not employed have reign and control over some 1,000 of the civil service workforce of the City of Dothan?


He can not drive a City of Dothan vehicle because he is contract labor.


3. Did Mayor Mark Saliba and the six dwarfs violate the Alabama Open Meetings law in deciding on contract with Mike West and selecting what department heads would be acting City Manager.
