House member moves to abolish ALEA

The Republican supermajority created the Alabama Law Enforcement Agency, known as ALEA, in 2013, as a way to operate public safety in a more efficient, cost-effective way according to the legislation’s sponsors.


However, the efficiency and cost savings have not materialized and now HB210 in the House of Representatives is moving to dismantle the sweeping bureaucracy and return public safety operation to its original form.


“They said ALEA would save about $35 million a year. It hasn’t saved anything,” according to State Rep. Phillip Pettus, R-Killen, who is sponsoring legislation to abolish ALEA.

Will have to agree with the spirit of this legislation. The concept is great and could work but is not working. From what I can tell the management structure of ALEA needs repairing.


The Alabama Law Enforcement Agency (ALEA) was created by Act 2013-67 and represents the consolidation and realignment of 12 state law enforcement agencies/functions into one entity.


ALEA is responsible for the functions and missions of the Alabama Department of Homeland Security, Department of Public Safety, Alabama Bureau of Investigation, Fusion Center, Criminal Justice Information Center, Marine Police, Alcoholic Beverage Control Board Enforcement Division, Department of Revenue Enforcement, Forestry Commission Investigations, Agriculture and Industry Investigations, Public Service Commission Enforcement, and Office of Prosecution Services Computer Forensic Laboratories. 

The mission of the Alabama Law Enforcement Agency is to efficiently provide quality service, protection, and safety for the State of Alabama through the utilization of consolidated law enforcement, investigative, and support services.


ALEA - Department of Public Safety ( Troopers ) is being managed well under the direction of Colonel Charles Ward. But there are just so many Troopers they are staffed with. 


The Colonel, Charles Ward, can be heard on the radio responding to calls and making traffic stops. While I do not hear the other Trooper Posts, the Dothan Alabama State Trooper Post Captain Tracey Nelson, is heard on the radio responding to calls, working motor vehicle accidents, and making traffic stops. So the brass in the Alabama Department of Public Safety hits the streets working.


Other than not having "enough" Troopers, the ones they do have, to include the brass does work.


The Alabama Bureau of Investigation changed to State Bureau of Investigation. A lot of investigators came from Alcoholic Beverage Control Board and the Alabama Bureau of Investigation which joined together to make up State Bureau of Investigation.


The Marine Police came under the Alabama Department of Public Safety. They were to work as Troopers on the road most especially during the winter months.


The Alabama Department of Homeland Security, can not tell you what they really do. The Fusion Center was not an actual enforcement agency but an intelligence agency and Criminal Information Justice System is also a data bank intelligence agency and not an enforcement agency.


Alcoholic Beverage Control Board Enforcement Division can be in uniform and marked cars working the roadways and handling ABC Enforcement. They are at concerts on underage drinking when there are plenty of local law enforcement officers present to handle that task. But the overall ALEA Management came from the Alcoholic Beverage Control Board Enforcement Division and do not think that should happen. They throw up roadblocks.


Again, they can perform their task in uniform as Alabama State Troopers.


The Department of Revenue Enforcement, Forestry Commission Investigations, Agriculture and Industry Investigations, Public Service Commission Enforcement, do not know enough about their jobs to comment. I do see Agriculture and Industry Investigations Agents out working.


MONEY


The State of Alabama sells motor vehicle accident reports for $ 15.00. Several pieces of paper. While there is a cost for the collection of the data it is pretty expensive set of papers.


Every driver in Alabama has to posses a driver license. A piece of plastic sold for $ 35.00. It is bureaucratic bull the State of Alabama does not make a profit. They are the only vendor for these driver license and can make a profit. A businessman needs to be in charge of that process.


BUREAUCRATS


To make ALEA work, just need some plain ol common sense as the head coach.
