HOUSTON COUNTY: In some Alabama Counties The Sheriff Is personally responsible for feeding the inmates in the county jails.
If there is a shortfall in the money needed to feed the inmates then the Sheriff is personally responsible to cover that financial shortfall. If there is a profit from feeding the inmates the Sheriff makes that profit.
In the news controversy exists with the profits made by some Alabama Sheriff’s in feeding the inmates. But none of those articles indicate the personal financial responsibility of the Sheriff when there is a loss.
IN HOUSTON COUNTY, THE SHERIFF DOES NOT
It is the responsibility of the operating budget of the Houston County Commission to cover all the costs of feeding the inmates in the Houston County Jail. If there is a loss of money it is the responsibility of the operating budget of the Houston County Commission to cover that loss, not the personal responsibility of the Houston County Sheriff. If there is a profit on feeding the inmates that profit goes into the operating budget of the Houston County Commission.
The Houston County Commission do not personally profit from that either. All money goes in and out of the funds managed by the Houston County Commission.
That process was established decades ago in Houston County.
During Sheriff Lamar Glover Administration an arrangement was made with the City of Dothan Police Department and Houston County Community Corrections for the meals to be served to their inmates. The Houston County Jail, on contract, provides those meals.
The funds, again, go into the county treasury and not to anyone personally.
The Houston County Jail has a full commercial kitchen. Houston County employs or contracts with a dietician to make sure the meals are nutritious in value.
GRANTED... you eat what they provide. And it is probably not what you would select at a restaurant. But jail food - your not there to get what you want.
So in Houston County, The Sheriff does not profit or cover any loss on feeding the inmates.
