Jackson County Deputy watches Drug Deal go Down in Parking lot

On January 08, 2019 a K9 Deputy was on routine patrol traveling through the Walmart parking lot and observed two vehicles parked window to window with a male subject standing between the two vehicles. While observing the male subject from a distance it appeared a possible hand to hand transaction had taken place and the driver moved closer towards the window of one of the vehicles.


As the K9 Deputy approached closer, in a marked patrol vehicle, the male subject walked to the passenger side of the vehicle and then entered it. The Deputy made contact with the occupants of the vehicle and explained the reason for the encounter and identified the occupants as Stacey Rudd and Hugo Gerren. While speaking with the subjects individually Gerren and Rudd did not know much about one another and their stories were conflicting as well. When the Deputy asked Rudd to exit the vehicle to speak with him, he observed her to be making a furtive movement as if attempting to conceal an item. A check of the immediate area revealed a glass smoking pipe with crystal residue suspected to be methamphetamine.


During a probable cause search of the vehicle, a plastic sandwich bag was located in the center console of the vehicle which contained a substantial amount of a crystal like substance which was suspected to be methamphetamine. Field testing the substance returned a presumptive positive result for the presence of methamphetamine. Also located within the vehicle were two suspected marijuana cigarettes.


Gerren gave consent to search his vehicle which had been parked next to the vehicle he was sitting within. During the search of the vehicle a Deputy located a black handgun directly behind the front driver seat. An NCIC/FCIC return came back showing the firearm to be stolen from the Sneads, Florida area. Further investigation was conducted and the Deputy learned Gerren was a convicted felon out of the State of Missouri. Further search of the vehicle the Deputy located a cut plastic pen with white powdery residue. A bag inside of the vehicle contained a glass smoking pipe with crystal like substance which was suspected to be methamphetamine. Also within the bag was a small jewelry baggie with suspected methamphetamine residue also.


Post Miranda, Rudd confirmed having knowledge of the suspected methamphetamine and stated the amount to be 20 grams or more. Rudd admitted as well she did not know Gerren and was meeting him to conduct a narcotics transaction. During this conversation Rudd admitted to having an additional amount of suspected methamphetamine on her person within her bra. It was also learned Rudd was currently out on surety bond in regards to an unrelated narcotics incident. Post Miranda, Gerren had varying stories about the items found within the vehicle he had been driving Subsequently, Rudd and Gerren were both placed under arrest and transported to the Jackson County Correctional Facility to await first appearance on their charges.

Charges:
Trafficking in Methamphetamine
Possession of Marijuana Less than 20grams
Possession of Drug Paraphernalia


Arrested:
Hugo William Gerren, 45 years of age, Resident of Bonne Terre, Missouri
Charges:
Possession of Weapon by Convicted Felon from Another State
Possession of Methamphetamine
Possession of Drug Paraphernalia
