Ontario Canada Resident Arrested on Multiple Charges in Jackson County

On 10/18/2017, a call was received by the Jackson County 911 system from a residence on Kynesville Hwy., in reference to a suspicious incident. The information received was in reference to a male driving a burgundy car on the property. Further information indicated that the subject may have been attempting to lure a 9 y/o child to or into the vehicle.




Deputies with the Jackson County Sheriff’s Office patrol division arrived and initiated an investigation into the incident. After initial information was gathered, the complainant was able to provide a very specific description of the suspect vehicle. After receiving updated information, dispatch provided suspect vehicle information to other agencies to attempt to locate.



During the initial stages of the investigation, dispatch relayed information to the deputies on scene, that F.H.P. had made contact with the vehicle at the Interstate exchange south of Cottondale, from the information earlier provided.



Deputies left the residence and responded to where F.H.P. had the vehicle stopped. Upon arrival, the vehicle was confirmed to be a burgundy Suzuki 4dr. car with Ontario plates. This description and tag number provided by the complainant matched exactly. The driver of the vehicle was identified to be Arthur Williams.



During the course of the investigation, it was determined that Arthur was a resident of Canada and had no ties to Florida in general or Jackson County. During an interview the suspect could not provide a legitimate reason for being in Jackson County Fl. It was further determined that he was being deceptive in his responses as to entering the complainant’s property.



At the conclusion of the investigation it was determined that Arthur had traveled from Canada and arrived in Jackson County approximately 1 week prior to 10/18/17. During that time, based on information gathered, it was determined that Arthur had been watching and following the complainants 9 y/o son as he got on and off the school bus each day. On one occasion Arthur was parked in close proximity to the bus stop and attempted to get the child to come to his car.  Arthur also had driven by the complainant’s residence on several occasions while the child was playing in the yard and waived at him.




On this date, the child had not gotten on the bus as he normally would have due to an unforeseen occurrence. It further happened to be the only day during the entire school year that the child had not gotten on the bus as scheduled. Approximately 2 hours later, Arthur drove his vehicle onto the property where the child lived, and parked behind the house.  The vehicle sat there for approximately 10 minutes before the father noticed and exited the house to see who the person was. Upon seeing an adult exit the house, Arthur attempted to drive away, but the father was able to stop him and inquire what his business was. During the contact Arthur asked the father if his child was at home, before he left the area.



At the conclusion of the initial part of the investigation, Arthur was placed under arrest for the above listed charges. This investigation is still ongoing to determine further about how Arthur was able to obtain the information on the juvenile’s address. It was believed that the juvenile possibly could have provided the information via an online chat or game, thinking he was talking with another child.




Sheriff Roberts would like to express to all parents the importance of monitoring young children’s activity/contacts and content viewed while using online services. Child and predatory crimes are on the rise and the internet provides an access portal into your home.
