Parole and Probation - Defense Attorney - Prosecutor Did Not Tell The Judge ADOC Is Letting Inmates Get Killed

BIBB COUNTY AL:    On Friday under the watchful management of the State of Alabama Department of Corrections, another murder of a inmate.


Reports are at Bibb County Correctional Institute, Ray Anthony Little, age 56, was killed IN THE PRISON by a fellow inmate believed to be under the influence of a controlled substance.


Ray Anthony Little was serving a 30 year sentence for robbery.


This is the second murder in Bibb County Correctional Facility in two days.


THE FIRST MURDER   


On Tuesday 27 year old Quinton Ashaad Few was fatally stabbed inside the same prison, Bibb County Correctional Institute and died.



Bibb County Correctional Institute - 
key word "Correctional Institute". This facility was opened in Brent Alabama in October 1998. The capacity was 1,824 inmates.


And just this week, under the watchful eye of the Alabama Department of Corrections, two people were killed by other inmates. And one, according to Alabama Department of Corrections Officials, was "under the influence of a controlled substance".  The suspect has been in the facility since somewhere near 2005.


20th JUDICIAL CIRCUIT - HOUSTON COUNTY - FEBRUARY 15, 2019



A young man was before 20th Judicial Circuit Court Judge Larry K. Anderson on a probation violation offense. The subject had not paid his court ordered monies, his supervision fees to Parole and Probation and not reported in as required.


Yes, the person has not been following instructions and I am not defending him on that.


The defense attorney had no more then 5 minutes of ever in his entire life of meeting with the defendant. The prosecutor had never ever really talked with the defendant.


The Parole and Probation Officers, one anyway, had and one still had to have a GPS to find the courthouse.


But their recommendation was the young man needed to complete the SAP ( Substance Abuse Program ) that is owned and operated by the Alabama Department of Corrections. The group that manages the prisons where inmates are being murdered.

The conditions inside Alabama’s prisons continue to receive scrutiny following U.S. District Judge Myron Thompson’s emergency order earlier this year to block the placement of inmates diagnosed with serious mental illness in segregation, or individual cells, because the isolation causes their conditions to worsen and increases the risk of suicide.


The ADOC is under a court order to roughly double its security staff by adding 2,000 correctional officers over the next few years.


The state’s prisons have been identified as among the most violent in the country, with a prison homicide rate that is 10 times the national average. Severe understaffing, poor security, and aging facilities continue to plague the system.



BACK TO 20TH JUDICIAL COURT IN HOUSTON COUNTY

The Parole and Probation Officers, the defense attorney, the prosecutor, never told Judge Larry Anderson that this young man had been accepted in TEEN CHALLENGE. 


They felt the young man needed to go to the SAP Program owned and managed by the Alabama Department of Corrections. The same group who is getting inmates killed.


Remember the person who killed the other? In prison since 2015 and was "under the influence". How is he under the influence if been in Bibb County Correctional Institute since 2015?


The Honorable Larry Anderson did order the defendant to TEEN CHALLENGE following the 8 weeks of SAP Program in the Alabama Department of Corrections.


SAP under the management of the Alabama Department of Corrections will do ZERO for this young man. Judge Anderson knows the success of Teen Challenge. But Parole and Probations, the Defense and Prosecution all knew he had been approved.


They did Judge Anderson a disservice, but more importantly did this young man a disservice. 


TESTIMONY ABOUT TEEN CHALLENGE


A number of years ago a mother and grandmother came to me wanting to get the son/grandson out of jail. I told them no. That I was about to get him stuck where he could not get out of jail. That there were going to have a clean conscious before they had to look at him in a casket. And I did.


Judge Anderson was his Judge and told the young man he was not going to die under his watch.


This young man went to TEEN CHALLENGE. On December 14, 2016 at 9:46 AM this young man sent me the following text message; "Got off probation early Friday. In the middle of purchasing a home. Out of debt. Back in college at Troy. Getting married in March. Just finished my two years up in ministry school and applied for my ministry license. Going on three years of sobriety. Nothing left from my past now except a great testimony of Christ in action. Just wanted to say thank you for what you did for me. I couldn't see the bigger picture when you did what you did for me while it was going on. I am grateful for it now that I see it. Hopefully others will see your motive when things are better. Love you and have a great Sunday".



This man fought a 10 year battle of shooting up under his fingernails. That email was in 2016. It is 2019 and still doing great.


And there are a host more.


Under SAP you can get more drugs there then you can get on the street. The Federal Courts have shown the Alabama Department of Corrections is a failure. 


This young man needed to attend Teen Challenge, which is a one year program. He was willing and wanting to go.


But those WHO DO NOT KNOW HIM, that sit in their seats or on their thrones, are making uninformed decisions. They are not stopping the cycle only creating a larger cycle.


In Judge Larry Anderson's defense he was not told. But when he is told he needs to listen!


TEEN CHALLENGE is no cost to you the taxpayer. The SAP Program managed under the failed Alabama Department of Corrections is paid by the taxpayer.


I have sent the defense attorney a request to file a motion to reconsider and to tell the Judge the truth. If he does not I will call him out by name.


My end game so you will know - I have personally witnessed those who completed Teen Challenge and believe in that program. And those who complete the year, we do not see them back again.


TELL JUDGE ANDERSON THE YOUNG MAN HAS BEEN ACCEPTED IN TEEN CHALLENGE AND LET'S WORK TOWARDS FIXING THE PROBLEM.
