DOTHAN-HOUSTON COUNTY:    Since 1992 Tonya Shelley has served as the financial manager for the City of Dothan-Houston County Communications District.

Mrs. Shelley is the financial manager for the Dothan Police Department. She manages the financial affairs of the department. And the payroll of the department is a nightmare!

The City of Dothan-Houston County Communications District ( 911 ) agreement was hammered out between then Houston County Commission Chairman Robert Crowder and then Dothan Mayor Alfred Saliba. As it started it was quickly placed into the hands of Ms. Shelley to manage the financial affairs.

Since that time she has done an outstanding job. The City of Dothan-Houston County Communications District is in a great financial position, and most of the credit if not all goes to the wise management of Mrs. Shelley.

Tonya Shelley has treated “your” money as though it was her money. She has managed that money and because of that management the citizens of these 587 square miles called “ Houston County “ were able to construct a $ 5 million dollar emergency operations center.

Former Dothan Mayor Mike Schmitz and Houston County Commission Chairman Mark Culver wanted the money to build this center to come from the City of Dothan-Houston County Communications District without the backing of the City of Dothan or Houston County credit rating.

Tonya Shelley did a lot of the background information for the bond and credit rating. And it was her finanancial management that helped make that happen under Schmitz and Culver’s leadership.

Today the City of Dothan-Houston County Communications District Board Chairman Steve Parrish presented Tonya Shelley with a plaque of appreciation for her service from 1992 through 2018. Chairman Parrish expressed his many thanks and the boards thanks for all of her diligent work.

After the board meeting cake and punch celebrated her years of service.

Mrs. Shelley will continue her duties of financial management with the Dothan Police Department. The 911 Board elections placed Dothan Police Chief Steve Parrish as Chairman and Dothan Fire Chief Larry Williams as Treasurer. Williams was caught off guard when he became Chairman that Ms. Shelley did not come with the Treasurer job. The job with the Dothan Police Department has increased and Mrs. Shelley needed to have more time to focus on that job.

Williams and Dothan Fire Deputy Chief Chris Etheredge will handle the treasurer duties.

As a Board Member, I wish, along with the other Board Members, past and present, wish to THANKS Mrs. Shelley for her devoted years as the financial manager. We are where we are today because of her financial steward ESS.
