DALEVILLE: 08:46 AM Good morning and welcome.

This article is written concerning the City of Daleville Town Council meeting held last night of which we livestreamed. For several weeks RSN has been getting information about the November 24, 2018 murder and subsequent chain of events. During the meeting we received numerous text messages and emails.

First RSN attempts to stay on top of issues and public officials. But realize at this current time and most of the time since RSN has been in existence, it has primarily been myself and Matt. We have had some others but it is only the two of us. We try but without the readers help it is impossible. You are great to help us.

Now to Daleville Department of Public Safety.

The chain of events revert back to the night of November 24, 2018. The allegations are on the night of November 24, 2018 that Thomas Goulart shot at a Daleville Police Officer, Sgt. Brian Lusher, which resulted in an attempted murder charge, and that Tomas Goulart shot and killed Christoper Goulart, Thomas' brother.

When the alleged shots were fired at the Daleville Police Officer, officers from all over responded to Daleville: Dale County Sheriff Department, Coffee County Sheriff Department, Houston County Sheriff Department, Geneva County Sheriff Department, Alabama Department of Law Enforcement - Trooper Division.

Thomas Goulart was located, arrested and taken into custody.

The case was in the Daleville City Limits and the primary agency of responsibility was the Daleville Department of Public Safety - Daleville Police Department. Mr. Willie Powell is the Director of the Daleville Department of Public Safety.

November 24, 2018 was the night of the Alabama and Auburn Football Game. Emergencies do not make appointments and are not scheduled.

There were a lot of accusations and speculations concerning the night of November 24, 2018. One of the main speculations were some officers on the scene were under the influence of alcohol.

UNCONFIRMED who asked for an internal investigation, but we are told the Mayor Daleville asked the Dale County Sheriff, Wally Olson, to conduct an internal affairs investigation into what happened that night. As we understand the Dale County Sheriff Department did in fact conduct that investigation. The report was turned in last week to whomever in authority asked for the investigation. That resulted in the special called meeting last evening.

Within three minutes of the meeting being called to order, 5 PM, the council members and Mayor adjourned to an executive session. By 6:25 the council members and Mayor had returned from executive session, and adjourned, refusing to answer any questions. The Attorney for the City of Daleville, Henry Stegall, when asked if the Chief of Police was still the Chief of Police, he answered he was. Stegall said a statement would be forthcoming. But there were no more comments made.

WHERE ARE WE TODAY?

Since the meeting a lot of interesting facts have been raised. I never - ever reveal sources of who tells or ask me questions. The following questions were sent in an email:

1. Why is the Sheriffs department investigating issues of this magnitude instead of ALEA? Sounds like the fox is watching the hen house?

2. Why is the Police Chief is still there. Leadership starts at the top and that is where the responsibility lies. You can’t delegate that.

3. Does this (above 2) go back to the Mayor/Chief relationship prior to the pardon? It is about Leadership. I don’t believe the Chief will ever leave.

4. Why didn’t the media do some real investigating on the Mayor’s background before the election in 2016. If they had, the City of Daleville may not be in this situation because the current Chief would not be in charge.

ANSWERS

As I understand the Sheriff was asked by someone in authority in Daleville asked the Sheriff to conduct the investigation. The Sheriff is not a part of Daleville but Daleville is in Dale County. Daleville has always acted on their own and never really involved the Dale County Sheriff Department until such time they have themselves in a box. The night in question the Sheriff Department was there as were other departments, to include ALEA - Troopers.

The Sheriff Department is capable of conducting the investigation. They have some great investigators with decades of experience in conducting investigations. The Dale County Sheriff Investigators are just as capable as ALEA in collecting facts, putting those facts together, and presenting those facts in a fair and impartial way.

Sheriff's are the Chief Law Enforcement Officers of the county. They can pull rank and take over a case from a municipality. They traditionally do not but they can.

The night in question Daleville could have asked the Sheriff Department to take over the case or called in ALEA - SBI. But their decision was not to.

2. Why is the Police Chief is still there. Leadership starts at the top and that is where the responsibility lies. You can’t delegate that.

I have not had time as of now to research, but it is my understanding the sole responsibility of the selection, hiring and firing of the Director of the Department of Public Safety in Daleville ( Police Chief ) is that of the Mayor. The Town Council sets the salary only. FACTUALLY I do not know that is the truth. But what someone has told me. So that decision will have to be asked of the Mayor and last night they would not answer any questions. The Daleville City Attorney said at that moment Willie Powell was still the Director of the Department of Public Safety ( Police Chief ).

There is a member of the Daleville City Council who is a Criminal Investigator with Dothan Police Department. I do not know who much he, as a member of the Daleville City Council, has been made aware of the entire criminal investigation. But he extremely capable of examining the file and circumstances and making an intelligent decision. And it would surprise me very much if he allowed his reputation as a professional law enforcement officer to get soiled because of the actions of the Director of Public Safety ( Police Chief ) or members of the department.

Daleville Councilman Alan Souders is no longer with DOTHAN Police Department. He transferred out of the police department about three years ago.

But he is one vote. And without other votes to support him, alone, he can not even get a motion to adjourn the meeting passed. One lone councilman can do nothing. It requires a majority of votes.

I did not know there was ever an issue with the Mayor and a pardon. And as of this writing, factually, I do not know yet. Something I am looking into. If there is truth to this, the Mayor is in a box, but only has one decision to make, and that is do the right thing. People will accept you have made a mistake, but the Mayor has a responsibility to the people and must do the right thing.

And the Daleville City Council has an obligation to see that the Mayor does the right thing. Even if the sole responsibility rests on the Mayor for the hire and fire of the Director of Public Safety ( Police Chief ), and he needs to be gone and the Mayor refuses, the Daleville City Council can change the salary to $ 1.00 and publically call the Mayor out. Each member has the responsibility to the people.

Again, I have not researched the accusation and have no factual knowledge at this time.

How many cities are in a county? In the case of RSN I feel there is a proven track record that I have a backbone and will check out and stand up to people, regardless of the pain and suffering it might cause me personally. But you can not expect me to know everything about everyone ( I know a lot though ). So people have to tell me and inform me. And I keep the sources confidential. I have my cell number listed and all of the time say TEXT RICKEY STOKES 334-790-1729. The only way I learn a lot of things is because someone tells me. And I never out a source.

Until now no one has told me anything about the candidates for Mayor of Daleville. So I had no reason to check them out.

And then often times the voters elect them anyway.
