DOTHAN:   In 60 seconds or less Dothan Mayor Mark Saliba and the six members of the Dothan Commission approved the hire of Kevin Cowper as the next Dothan City Manager.


Mayor Mark Saliba and the six Dothan Commissioners approved a employment contract with Kevin Cowper as the new Dothan City Manager.


In a unanimous decision without any discussion or comments, the Mayor and Commission approved a annual salary of     $ 190,000.00 a year salary; $ 700 a month auto allowance; membership in the Retirement Systems of Alabama; Life Insurance in the amount of $ 250,000.00; long term disability to pay 60% of the salary or $ 114,000.00 a year; 10 days managerial leave; paid holidays; sick leave accrued at 6 hours per pay period not to exceed 12 hours a month with a maximum of 288 hours roll over...



Mayor Saliba and the six Dothan Commissioners approved Kevin Cowper 6 months housing allowance of $ 1,250.00 a month. The employment agreement reads there is  a requirement Cowper is to live in the city limits of Dothan, Alabama. However Alabama law dictates two persons employed with the City of Dothan are required to reside in the City of Dothan, those being the City Manager and Personnel Director.


Mayor Saliba and six commissioner agreed to pay moving expenses for Cowper to move from Auburn Alabama to Dothan Alabama.



Kevin Cowper comes to Dothan from Auburn Alabama.


Cowper has been the assistant city manager of Auburn, Alabama, population 60,000, since 2007. He oversees planning, public works, environmental services and water resource management. His duties also include work with budgets.


Cowper’s resume highlights his accomplishments as implementing organizational, operations and personnel changes to improve performance and inter-department coordination. He also introduced inter-department project management teams to improve project delivery and design, and he has overseen downtown redevelopment and prepared a growth management strategy.


Cowper’s previous jobs include Pensacola’s Community Development director from 2001-07; director of Planning and Zoning for Baldwin County, Alabama, from 1995-01; and land development planner for Shelby County, Alabama, from 1991-95. He holds a master’s degree in city and regional planning from the University of Memphis.


Cowper will begin as Dothan's new City Manager on April 29, 2019. From April 1 through April 28 Dothan Utilities Director Billy Mayes will serve part of those days as Acting City Manager and Dothan Fire Chief Larry Williams will serve part of those days as Acting City Manager.


Mike West official retirement was December 31, 2018. When Mayor Saliba and the six Dothan Commissioners had failed to select a City Manager they entered into a contract with Mike West to serve as a Contract City Manager through the end of March 2019.
