DOTHAN: Southeast Alabama Medical Center is constantly on diversion. That means "do not" carry a patient to Southeast Alabama Medical Center.
Just yesterday a ambulance service was transporting a patient to SAMC. When the ambulance service called into SAMC they were: (1) treated rude (2) hung up on twice.
The ambulance diverted and transported the patient to Flowers Hospital.
Southeast Alabama Medical Center is governed by a 13 member board. That board employs a Chief Executive Officer. In the chain of command, the Board is over the Chief Executive Officer. So anything that happens at Southeast Alabama Medical Center is the sole 100% responsibility of the 13 member board.

The Chairman of the Board is Chester Sowell, the former Mayor of the City of Dothan.
Southeast Alabama Medical Center is a Level 2 trauma center. That designation is defined as:
Level II
A Level II Trauma Center is able to initiate definitive care for all injured patients.
Elements of Level II Trauma Centers Include:
- 24-hour immediate coverage by general surgeons, as well as coverage by the specialties of orthopedic surgery, neurosurgery, anesthesiology, emergency medicine, radiology and critical care.
- Tertiary care needs such as cardiac surgery, hemodialysis and microvascular surgery may be referred to a Level I Trauma Center.
- Provides trauma prevention and continuing education programs for staff.
- Incorporates a comprehensive quality assessment program.

With Southeast Alabama Medical Center constantly on diversion, the EMS units and patients are in a awkward situation when they are working in emergency medicine.
The 13 member Board of Directors, under the leadership of Chester Sowell, does not require the Chief Executive Officer to communicate with the public and emergency service providers to inform them of what is happening, and what the steps that are being taken to stop the constant diversion.
The 13 member Board of Directors, under the leadership of Chester Sowell, act as if they could care less the situation that they are placing Dothan - Houston County in with the Level 2 trauma center.
