DOTHAN:   10:23 AM     Earlier this morning Dothan Police responded to Williams Avenue to an apparent domestic issue. Dothan 911 had a call and could hear a female say "don't" and then heard a gunshot.  Following the gunshot no more contact with the female.


Dothan Police responded. The female was ok except for blood pressure. 


The male, who lived at the house, had fired a shot through the floor.


Dothan Police patrol called for a criminal investigator and a crime scene technician. It was a domestic call. One person was arrested and placed in the Dothan City Jail.


NOTE:   The Dothan City Jail, as per a court consent decree in United States Federal Court, is a catch and release jail on misdemeanor offenses. A person can sign their own bonds on each new offense arrested on. This is a result of a case, Anthony Cooper verses the City of Dothan.


Because Judge Rose Evans Gordon did not see people arrested and where there was no bond made, for 7 days, a lawsuit resulted. That lawsuit was settled by the City of Dothan ( Freddie Len White ) for $ 42,500.00 cash and a consent decree that all persons arrested, except for Domestic Violence and DUI, would be allowed to sign their own bond. No matter how many times that person had missed court on other offenses, a misdemeanor arrest, the person can sign their own bond.


If they are later arrested and have not made bond within 48 hours, the defendant is released on their own bond.


What is interesting... Cooper is the "Otis of Andy Griffin Show" in Ozark and Dale County. He is always in the Dale County Jail. In fact, after Dothan paid him the Freddie Len White settlement fee of $ 42,500.00 on Tuesday Cooper was booked in the Dale County Jail. When Ozark was cautioned about him, the Ozark Magistrate replied that is why they are at the jail holding their first appearance.


The City of Dothan jail is a "CATCH AND RELEASE JAIL ON MISDEMEANOR OFFENSES". Often times the person beats the officer back on the street because they sign their own bonds.


The failure to appears in Dothan Municipal Court have skyrocketed.
