DOTHAN: At Tuesday's Dothan City Commission Meeting "not one word" about the selection process of Dothan City Manager.
On February 21, 2018 it was announced that Dothan City Manager Mike West was retiring at the end of the year. West made the announcement. In the Dothan Eagle West made the following comments:
“With the upcoming strategic planning session on Friday and Saturday of this week, I felt obligated to let the Mayor and Commission know of my intentions so they could begin discussions during the planning session,” West said. “It is my intent to work with them to ensure an orderly transition to a new city manager.”
Dothan is one of a handful of cities in Alabama that use a council-manager form of government, meaning the city manager oversees the city's employees and the day-to-day operations of the city. The council, or commission, implements policy. The mayor serves as a part-time official.
On December 21, 2018 a retirement celebration will be held honoring West as he retires as Dothan's longest serving City Manager at the end of December.
BUT...West desire, as quoted on February 21, 2018 West said. “It is my intent to work with them to ensure an orderly transition to a new city manager.” will probably not be possible.
According to article in August 2018 Dothan Mayor Mark Saliba was quoted there would be a "meet and greet" on the finalists.
According to article in October 2018 Dothan Mayor Mark Saliba was quoted there had been three people interviewed. Saliba said negotiations were ongoing with two prospects.
(1) There had never been a meet and greet as promised by Dothan Mayor Mark Saliba of the three interviewed.
(2) Who were these three people and should the citizens know?
RSN broke the the names of the three interviewed and the two that negotiations were on going with. This made Mayor Mark Saliba and the Dothan Commissioners angry.
But it was not RSN who made a promise to the public. It was Dothan Mayor Mark Saliba who made the promise.
One of the choices Dothan was negotiating with only a idiot would have hired. And they do meet every two weeks, so there was that possibility.
One was being negotiated with who was the Garrison Commander at Ft. Rucker. He had not told his employer. When my article ran he withdrew his name. Reason why, he was not honest with his employers and had never told them he was in pursuit of the Dothan City Manager job.
The third was the City Manager and long term Enterprise City Clerk. After I broke the story I had the occasion to make sure my article did not affect his job. He had told his Mayor and Council he was pursuing the Dothan City Manager job. They wished him well and said he his job was secure in Donalsonville Georgia if he did not get job with Dothan. So it seem he was honest with his employers.
It seems that Mayor Mark Saliba and the Dothan Commissioners want someone who will be dishonest and hide things from their employer. They do not want someone who will be honest and straight forward. That is evident because the registered voters of the City of Dothan had a commitment from the Mayor of a meet and greet of the candidates.

It never happened. And now they blame RSN for their not having a City Manager and having to go back to the drawing board. Sorry, but that excuse does not fly, if you were honest with the public to begin with.
No mention of Dothan City Manager on December 4. There is one more meeting on December 18. The Commission will be forced to name a interim City Manager of a City Manager.
When Mayor Mark Saliba's dad, Alfred Saliba, was Mayor he served as Acting City Manager. When Chester Sowell was Mayor and a Acting City Manager was required the "city staff" found the Mayor could not be "Acting City Manager". That is how it always fell on Jerry Corbin to be "Acting City Manager".
A mutiny by the workforce of the City of Dothan has been hinted if one certain department head is selected as "Acting City Manager".
But the shameful part is, Mayor Mark Saliba and the Dothan City Commissioners have not made a selection since February 21, 2018. They have not been honest with the registered voters of the City of Dothan or the workforce of the City of Dothan. One of the candidates they had narrowed to removed his name after being named because he was apparently dishonest to his employers.
One of those narrowed down to was forced out of his job in June 2018, but given a $ 250,000.00 severance package, but what did those commissioners care, it was other people's money.
SHAME - SHAME - SHAME on Mayor Mark Saliba and his 6 amigos also known as the Dothan City Commission. You have failed miserably in the performance of your job and responsibility. And it is obvious that you do not want someone who is honest, has integrity, and interested in the City of Dothan.
SHAME - SHAME - SHAME that Mayor Mark Saliba and his 6 amigos known as the Dothan City Commission did not take Mike West's February 21st advise - West said. “It is my intent to work with them to ensure an orderly transition to a new city manager.”
You might want to work something with Mike West to stay on for a longer period of time. And West, what the heck...they are dealing with Other people's money - name that tune $$$.
