HOUSTON COUNTY:     The current Houston County Commission Chairman and four Houston County Commissioners took office in November 2022. That was following the 2022 General Election.


Once the County Commission general election is held the only meeting a sitting commission is able to sit for following the election is to certify the results of the election. No commissioner is allowed to sit for any other meeting.


Following the November 2022 election, former D4 Houston County Commissioner Brandon Shoupe was elected Chairman of the Houston County Commission. Elected as D4 Commission was James Ivey from Wicksburg who also serves as a Captain with Houston County Sheriff Department. D2 Incumbent Commissioner Doug Sinquefield sought election as Houston County Commission Chairman and Shoupe was able to get elected. That meant D2 Commissioner Sinquefield retired.


In the D2 Houston County Commission race Tracy Adams was elected. In D1 Incumbent Commissioner Curtis Harvey was re-elected. In a field of 4 or 5 candidates, only in a run off election, D3 Incumbent Commissioner Ricky Herring was re-elected for a second term. Herring also serves as a Sergeant with Houston County Sheriff Department.


During D3 Commissioner Ricky Herring’s first four years Commissioner Herring started having issues with the appointment process to the Houston County Health Care Authority. This is the Board appointed to manage Southeast Health. It was long term Houston County Commission Chairman Mark Culver that sort of kept his foot on the issue.


The first flack came when D3 Commissioner Ricky Herring wanted to appoint Steve Hicks as a member of the Health Care Authority. However Hicks was not a name submitted for consideration. There was public comments and then behind the scenes discussion between D3 Commissioner Ricky Herring, Health Care Authority Board Chairman Chester Sowell, then Health Care Authority Board Member Taylor Knight and others.


UNCONFIRMED RUMOR that D3 Commissioner Ricky Herring had his pastor on the phone, silently. And you can beat in a safe bet that D3 Commissioner Ricky Herring recorded the conversation.


D3 Commissioner/Houston County Sheriff Sgt. Ricky Herring goes to church with then Houston County Health Care Board Member Taylor Knight. They have attended Memphis Baptist Church for decades together. Both men are or have served as Deacons at Memphis Baptist Church.


Being the bigger man then anyone involved as of that conversation was Taylor Knight. Following the conversation Taylor Knight resigned from the Health Care Board in order for D3 Commissioner/Sheriff Sergeant Ricky Herring to appoint Steve Hicks to the Health Care Board.


It was the “understanding” from the conversation with those on the phone that D3 Commissioner/Sheriff Sergeant Ricky Herring would appoint Steve Hicks and then re-appoint Lance Shepphard. Since then D3 Commissioner/Sheriff Sergeant Ricky Herring claims he never said that. And in these conversations he probably left that “implied” but never said it.


Taylor Knight, who was trying to resolve the issues, resigned. D3 Commissioner/Sheriff Sgt. Ricky Herring appointed Steve Hicks. However Herring did not re-appoint Lance Sheppard but appointed Brownie Browning to the Houston County Health Care Authority.


Because of the “implied” understanding of Taylor Knight resigning in order to settle the dispute, and the “implied” understanding not happening, further destroyed the relationship between the Houston County Healthcare Authority and the Houston County Commission.


The newly appointed Brownie Browning attends Memphis Baptist Church.


The entire 100% goal of the current Houston County Commission Chairman and County Commissioners, is to hand pick certain person for the Board to terminate Rick Sutton as CEO of Southeast Health. And Chairman Shoupe, to my understanding, has never reached out to Sutton. And Southeast Health is the largest employer in Houston County.


But Chairman Shoupe and the majority of the Houston County Commission are fighting to change the appoint process so that the sitting county commission can control  the appointments to the board to get their selfish ways. And those ways are not in the best interest of the people of Houston County or healthcare.


SO  TO D3 HOUSTON COUNTY COMMISSIONER/HOUSTON COUNTY SHERIFF SERGANT RICKY HERRING …


you have in your possession two tape recordings. One is the recording with Taylor Knight, other Board Members, and if UNCONFIRMED rumor is accurate your pastor.

there is a second tape recording in a conversation you had with Healthcare Authority Board Chairman Chester Sowell. In that conversation you make the statement Sowell referred to Dr. Steensland as a girl “with a boatload of youngun’s”.

CONCLUSION 


At first RSN supported a change in the appointment process. And while I have only “officially” met Southeast Health CEO Rick Sutton one time, we have since clashed. So none of my writing is an attempt to protect Sutton.


But having been around Houston County Commission’s since 1977 when Nathan Mathis was Chairman of the Houston County Commission, the current Houston County Commission is the worst that I have ever witnessed, self serving, ego centered, wants to show they are powerful, and not honest, transparent or accountable. And to turn the appointments over to thecurrent Houston County Commission, alone, is very dangerous.
