HOUSTON COUNTY COMMISSION ADM MEETING JULY 18, 2024




COWARTS - HOUSTON COUNTY:     This pt Thursday Mrs. Debra Rowland spoke to the Houston County Commission Chairman and members of the Houston County Commission at the Administrative Meeting.


Randy and Debra Rowland placed a vending machine on the corner of Hwy. 84 East and Broad Street in Cowarts across the four lane from Ronnie’s Men and Boy’s. There are two access points, one on State of Alabama right of way and one on Houston County right of way.


The Houston County Road and Bridge Department, after the opening of the ice vending machine, went and placed blockage from entry to the ice vending machine on the county right of way. Houston County said the permit was not applied for and Mrs. Rowland said she submitted the application twice on the web site of Houston County.


The Houston County Road and Bridge Department said they never received the computer applications. During the discussion it was discussed that Houston County had a new web site but the old one was suppose to be disabled. Chairman Brandon Shoupe said there could have been some technical issues with the new web site but they would investigate.


Mrs. Rowland said she was upset because someone called her a liar. And that was in reference to the applications she said she submitted and Houston County said never received. When asked who called her a liar, she reference Rickey Stokes, never saying that Rickey Stokes said she was called a liar, but that people she trusted said she was called a liar.


That caused Chairman Brandoon Shoupe to make an endorsement of www.rickeystokesnews.com that he believes everything written on www.rikeystokesnews.com. And for that endorsement we appreciate it.


The article written, stated what Mr. Randy Roawland told Rickey Stokes. Rowland has served as Mayor of Cowarts for the past 17 years and is a retired employee of Houston County Road and Bridge. Rickey Stokes has never spoken to Mrs. Rowland or knew she was involved.


Later that day Rickey Stokes spoke with Houston County Road and Bridge Engineer Barkley Kirkland. Stokes outlined what Mr. Kirkland said about the issues. 


If you listen to the discussion and read Stokes article, especially the update, you will see what Stokes wrote is what the Assistant Houston County Engineer told the County Commissioners.


So, the article Stokes wrote was accurate from what the Rowland’s said, and was accurate of what the Houston County Road and Bridge Enginneer said. And Rickey Stokes never called anyone a liar.
