COWARTS:     8:07 PM    Houston County 911 dispatched Ashford Rescue and Houston County Sheriff Deputies to a medical emergency on South Broad Street and Highway 84 East at Ronnie's Men's Store.


NOTE:    This has nothing to do with Ronnie's Men's Store, it is just the location the parties stopped at. 


Houston County 911 notified Ashford Rescue a person was not breathing. Ashford Rescue did a mutual aid assistance request and Dothan Fire Engine Company 5 ( Eastside ) was dispatched.


There was a male subject who had been removed from the vehicle and the persons in the car with the male subject were performing CPR.


After Ashford Rescue and Dothan Fire did all within their power to save the persons life, after an extended period of time the Medical Call Center Physician gave orders to discontinue CPR.


The law enforcement protocol is for Patrol Divison to notify Criminal Investigation Division of a death. And Criminal Investigation Division responds. All the while the deceased is laying on the ground. After Criminal Investigators arrive and conduct their investigation, then, they request the Coroner be notified. The Coroner is then notified and has to respond.


The EMS units are not allowed to move the body, which remains laying on the ground, until the Coroner arrives. This was not the Houston County Coroner directive but the law enforcement directive.


The Houston County Commission ( Chairman Brandon Shoupe, D1 Dr. Preacher Curtis Harvey, D2 Tarcy Adams, D3 Sgt./Commissioner Ricky Herring and D4 Captain/Commissioner James Ivey ) has not purchased a new vehicle for the Coroner to transport the bodies. The vehicle that was assigned to the Coroner was wore out and sold by the Houston County Commission. The Coroner is forced to use a contract transport company or on his arrival determine the funeral home the family wants and then have them enroute.


The Houston County Coroner has no morgue and has to use the one at Southeast Health which Southeast Health has complained about the Coroner using the morgue in the hospital.


It is 9:21 PM and the body remains laying on the ground.


There is no foul play. This is a natural death. But this is what all of the lights and vehicles are doing at this location.



HENRY COUNTY:  



The Henry County Coroner is furnished the retired Ford Expedition the Henry County Engineer drove until he gets a new one. However there is a issue this time because the Henry County Engineer has a Tahoe. And a stretcher will not fit in a Tahoe.



The Henry County Coroner has no morgue and is forced to use the morgue of the funeral home until a family can decide what funeral home or to hold a body to go to the Alabama Department of Forensic Sciences.



The Henry County Commission has refused to pay for the use of a morgue and done nothing to solve the issue.


NOTE:    Houston County and Henry County are on Judicial Circuit. When RSN learned of this issue, RSN asked the Kinsey Fire Chief the possibility of adding onto the Kinsey Volunteer Fire Station for a morgue to be used by the Henry County Coroner and Houston County Coroner. There were no objections and Kinsey Fire Chief was open to the idea, which would be cost savings, serve Houston and Henry County, and both are in the same Judicial Circuit.


As usual, nothing has been done to solve the issues by the Houston County Commission or Henry County Commission. Which is a total disrespect for the deceased and the family of the deceased.



DALE COUNTY:    In Dale County the Dale County Commission furnishes a Coroner Office, with space for six bodies to be placed in the morgue. A room where the Coroner can remove the body from the morgue area into a area nice and suitable should the family have to identify the body. Suitable meaning not the cold steel refrigiration unit, but a room where the body is placed and covered with dignity and respect.


The Dale County Commission furnishes two vans for the Coroner Office. One remains in Daleville with a Deputy Coroner in Daleville and one in Ozark with the Coroner and a Deputy Coroner.


All records are kept in the Dale County Coroner Office in a proper record keeping system, which is computerized.


The Dale County Commission has respect for the deceased and the family of the deceased to treat the deceased with dignity and respect.


GENEVA COUNTY:   


The Geneva County Coroner is furnished a van to use to transport bodies from the scene of a death. The Geneva County Coroner has a morgue at the courthouse.


COFFEE COUNTY:   


The Coffee County Coroner is furnsihed a vehicle. The Coffee County Sheriff furnishes the Coffee County Coroner an office and a vehicle. There is a dignified way the body is transported and the Coffee County Coroner has a morgue.


BARBOUR COUNTY:   


The Barbour County Coroner is furnished NOTHING. Has to make his own arrangements. And is paid pennies.
