HARTFORD:      3:46 PM    On October 7, 2024 then Hartford Police Chief Pete Markow went off during an official Hartford City Council Meeting. CHief Markow's outburst's during the meeting to the Hartford Mayor and Hartford City Council concerned some officer's who alleged did not back Chief Markow up during an arrest. And then Chief Markow seemed to focus his anger towards a female Town Council member, questioned the Council Member's integrity and made comments towards the female Council Member of his making a traffic stop on her.

There was a motion to terminate Chief Markow following his anger outburst which failed to pass on a 3 to 2 vote. The next day Chief Pete Markow resigned as Hartford Police Chief. 

ATTORNEY DAVID HARRISON REPRESENTS OFFICER PARKS

On Thursday, October 17, 2024 Hartford Police Officer Andrew Parks delivered or had delivered a letter to Hartford Mayor Wendell Nolen requesting a Pre-Discplinary and Disciplinary Appeals Process hearing. Officer Andrews also makes accusations of 1983 Civil Rights Violations against Former Hartford Police Chief Pete Markow, Hartford Police Department and the City of Hartford. Also contained in the letter are accusations of Procedural General Orders of Hartford police Department which Former Chief Pete Markow is alleged to have violated.

Reports are copies were left for the Mayor but copies were also left at Hartford City Hall for the public to pickup. RSN has a copy but it is difficult to read.

RSN is going to focus towards one main issue. At the October 7, 2024 meeting during Former Hartford Police Chief Pete Markow's outburst and getting into the female Council Members face was concerning two police officer's who watched Former Chief Markow struggle with a "known" trouble maker and their failure to assist Former Chief Markow who was "post" hip surgery.

Officer Parks was terminated by Former Police Chief Pete Markow on October 1, 2024. The termination letter in he complaint from the former Chief stated Officer Parks, a blackmale, was terminated "for violation of Code of Conduct/Department Procedures".

On October 7, 2024 Hartford Mayor Wendell Nolen re-instated Hartford Police Officer Parks, with back pay to October 1, 2024, the day of termination by the former Chief. The writings though appear that Mayor Nolen then again suspended Officer Parks for acts before his re-instatement.

Officer Parks, a black male, states he arrived on the scene after the defendant, Solomon Henderson, was in handcuffs. Parks was terminated but a white officer only received a written warning.

Officer Parks alleges that two Hartford Police Officers should have video of the arrest of Solomon Henderson. Officer Parks alleges; (1) that Former Chief Markow did not follow procedure in reasonable suspicion or probable cause in the arrest of Solomon Henderson (2) Former Chief Markow used improper force in the arrest of Solomon Henderson by dragging him, while handcuffed and pointing his service weapon without justification (3) allegations that Former Chief Markow committed racial harassment of Solomon Henderson and other blacks by profiling Henderson and abuse by use of force (4) that Former Police Chief Markow violated policies and procedures of Hartford Police Department for not using a body worn camera in the performance of his duties with Solomon Henderson, (5) violated Hartford Police General Orders for his response to resistance policy by drawing his service weapon and furhter violated Hartford Police procedures for failure to do a report by the end of his shift regarding the service weapon use, and failure to complete inventory on the belongings and impounding of the bicycle of Solomon Henderson. (6) Former Chief Markow is alleged to have violated the Hartford Police Social Media policy by posting on Markow's personal social media after the "improper" termination of Officer Parks which contained audio (7) intentionally subjecting fellow employee's and citizen's to discrimination and harassment of an ethnic and racial nature (8) violated department policy by becoming extremely agitated, disrespectful, vexing, and insubordinate to the public and Hartord Mayor and Hartford City Council Meeting on October 7, 2024, and conduct unbecoming an officer (9) being critical of Officer Parks in an open public meeting which were defamatory, obscene statements with a reckless disregard fpr truth or falisty. (10) Former Chief Pete Markow is alleged to have posted on his personal social media a racial and defamtory post which contained comments made by Hartford Police Officer Reed (11) Former Chief Markow made materially false statements about the performance of official duties on multiple officers who will testify before the Hartford Mayor and Town Council on appeal. (12) Former Chief Markow reported false statements to the elected officials, APOSTC and the public (13) Former Police Chief Markow pointed his service weapon at the head of Solomon Henderson while making an "illegal" arrest, threatening to shoot Solomon Henderson in the head and making excessively proud and boastful statements about the incident to others (14) that Former Chief Markow posted on his social media a black Gorilla, with audio, with remarks abnout terminating Officer Parks only for Hartford Police Officer Reed commenting "hehe" on the post.

There are other allegations made by Hartford Police Officer Andrew Parks against the former Police Chief Pete Markow which accuse him of getting window tint for his car and home without paying a reasonable fee. Also that former Chief Markow used his personal vehicle for official police business and using the Hartford credit card to fill his personal vehicle up with gas.

By the City of Hartford Policy and Procedures Manual it outlines the due process procedure for grievances. And in review of the allegations this case could be headed to the United States Federal Court for alleged Civil Rights Violations against Former Police Chief Pete Markow, Harford Police Department, City of Hartford, Hartford Mayor and Hartford Town Council members. A requirement is to place them on notice which this letter appears to be notice.
