COFFEE COUNTY AL:     On Friday, June 8, 2018, Coffee County EMS, under the direction of Haynes Ambulance Service of Troy, with the authority of Coffee County Commissioners ( except Jim Thompson ) and Elba Mayor and Elba City Council, placed lives in danger.

On Friday afternoon on Highway 134 near INO Baptist Church, a Wiregrass Transit bus was rear ended and overturned. The bus had at least 9, some reports are as many as 15, special needs children from Wiregrass Rehab Center in Dothan on the bus.

Two of the children on the bus suffered serious injuries.

According to several citizens reports to me, when the accident occurred a New Brockton Fireman was at INO Baptist Church working to get ready for Vacation Bible School. The fireman responded to the accident.

Any accident with 6 or more patients is considered a “Mass Casualty Incident”.

According to numerous phone calls I have received, when Coffee County EMS arrived, they were asked did they mutual aid assistance request Enterprise Rescue. According to the information I have received the Coffee County EMS advised they were under strict orders they could not Mutual Aid Assist Enterprise Rescue.

According to the reports I have received the New Brocton Fireman replied that he could, and he did.

Even Geneva Rescue responded to the scene. Also responding to the scene was Alabama State Trooper Colonel Charles Ward ( over the entire State of Alabama State Troopers ), Dothan Trooper Post Captain Tracy Nelson and Coffee County Sheriff Dave Sutton.

All of the children were transported. The two serious were transported to a Dothan hospital.

On May 14, 2018 the Coffee County Commission and the Elba City Commission, voted to have Haynes Ambulance of Troy take over Coffee County EMS. To take over the rural parts of Coffee County. The vote was also taken by Elba City Mayor and City Council Members.

Coffee County Commissioner Jim Thompson voted against the issue. One that was not presented to the Coffee County Commission in their May 9 work session or one that information was provided to the Coffee County Commission prior to the meeting vote.

Coffee County Emergency Services Board alleged to have heard proposals from Enterprise Rescue and Haynes Ambulance of Troy concerning taking over Coffee County EMS. The Coffee County Emergency Services Board is alleged to have recommended Haynes Ambulance of Troy take over the Coffee County EMS.

Coffee County Commissioner Jim Thompson, the lone vote against, was outraged in the meeting. He wanted to see and hear the proposals. Commissioner Thompson was denied and the vote was taken.

Coffee County Commissioner Josh Carnley abstained from the vote because he serves on the Coffee County Emergency Services Board.

Coffee County Commission Chairman Dean Smith, County Commissioners Al Britt, Kim Ellis, Tom Grimsley, and Jimmy Jones voted in favor of the proposal.

The Coffee County Commissioners were “ambushed” at the May 14 meeting to vote to award the contract to the Troy based Haynes Ambulance.

The County Commissioners were promised by Coffee County E911 Coordinator Marvin McLLwain and Coffee County Emergency Management Director James Brown promised the Coffee County Commissioners they would “monitor” the situation.

Coffee County Commissioner Jim Thompson said in the meeting that on May 9 he spoke with Coffee County Emergency Management Director James Brown at the work session and this issue never came up.

Thompson said “My problem is I don’t understand why we weren’t brought into the loop, why we weren’t involved in the meetings”.

Commissioner Thompson…you now have the allegations which have been brought to my attention. If your E911 Coordinator and EMA Director have not brought these issues to your attention prior to this article, well…looks like you need to get someone’s attention.

If EMA Coordinator and EMA Director for Coffee County do not know how to conduct a thorough investigation into this matter, let me know. I know how to do a thorough investigation.

Commissioner Thompson, also understand that Haynes Ambulance owns a helicopter. The more it is utilized the more that Haynes Ambulance can bill. So when ground transport is sufficient but air used, pay close attention.

Enterprise Rescue is a premier rescue unit. From all over I hear great comments about Enterprise Rescue. All rescue units from the area strive to follow in the footsteps of Enterprise Rescue.

To not hear proposals from Enterprise Rescue before voting is really malfeasance on the part of your counterparts.

If the information is true and correct as the numerous calls which I have received, to the people and travelers in and through the rural areas of Coffee County…if your Emergency Medical Care is delayed because Coffee County EMS refuses to mutual aid assist Enterprise Rescue…the Coffee County Commissioners, Elba Mayor and Council Members, and Coffee County Emergency Services Board have been now placed on notice.

DO NOT CALL Alexander Shunnarah. But call Jere Beasley in Montgomery, Sam Cherry in Dothan, Keith Givens in Dothan, Clay Wadsworth in Dothan…because you potentially have a liable claim PERSONALLY and PROFESSIONALLY against each and every County Commissioner ( except Jim Thompson ), Elba Mayor and Elba Council Members and Coffee County Emergency Medical Board for negligence.

Get a specialized trial lawyer ( NOT ALEXANDER SHUNNARAH ) and GO! GO! GO!

I hope that you never ever have to for such stupid incompetence because that will mean your loved one was severally injured or died. But their incompetence and stupidity can cause lives or permanent physical or mental damage to a patient.
