DALEVILLE:    2:05 PM    Tonight there is a Daleville City Council Meeting. It should prove to be an interesting meeting.


On or about November 24, 2018 there was a shooting death. There was a manhunt and a search for the suspect that involved multiple agencies from surrounding area departments. Some but not all were Dale County Sheriff Department, Houston County Sheriff Department, Coffee County Sheriff Department, Geneva County Sheriff Department, ALEA - Trooper Division.


The suspect was Thomas Goulart who was also known as "Skeet". The allegations were Skeet shot at a Daleville Police Officer, Sgt. Brian Lusher, with a rifle. And allegations are that Skeet shot and killed his brother Chris Goulart.


Since November 24, 2018 after a manhunt, Daleville Police arrested Thomas Goulart for the Murder of Chris Goulart and Attempted Murder in shooting at the Daleville Police Officer.


Goulart is represented by Attorney David Harrison. The attorney has filed not guilty by reason of mental disease or defect. The case has made it's way through Grand Jury and Indicted on both charges. The case is assigned to the Honorable Kimberly Clark, Circuit Judge of the 33rd Judicial Circuit.


The defense attorney has filed for a Bifurcate Trial. Never heard of that until now but it has to do with Goulart's mental issue. Attorney Harrison claims he has been mentally unstable and institutionalized and was mentally unstable to realize the crimes committed. 


AND NOW...for the rest of the story!   


Because things are alleged to have been out of control on this call and manhunt it is reported that Daleville Mayor Jayme Stayton requested a investigation into the actions of the Daleville Department of Public Safety.


That investigation fell into the lap of Dale County Sheriff Wally Olson and members of the Dale County Sheriff Department.


Because Sheriff Olson sticks with the "facts" not guesses, my understanding some are not real happy with Sheriff Olson in the Daleville Department of Public Safety. But it is the Sheriff and Sheriff Department's obligation to stick with the facts and not gossip.


We understand the report was turned over Mayor Stayton and to be presented tonight at the Daleville City County Meeting.


As a result we understand one investigator as already left Daleville Department of Public Safety. UNCONFIRMED and rumors only, there could be some other personnel changes tonight.


AND... if these rumors play out to be the true facts, these actions could have a dramatic effect on the criminal charges against Goulart.

Daleville Mayor Jayme Stanton called the meeting to order at 5 PM. By 5:03 the Mayor and members of Daleville City Council went into Executive Session.


The Mayor of Daleville is Jayme Stanton. The Council Members are Alan Souders, Alicia Jo Reese, Scott Moore, Katheryne Horace, Bobby Hardwick.

The members of the Daleville City Council returned to the meeting at 6:25 PM. Right after a vote to re-convene the meeting a motion to adjourn the meeting and they adjourned.


The Mayor was asked if we could ask questions and we were informed no.


Daleville Municipal Attorney Henry Stegall said they would give official statement later. When asked if the current Chief of Police was stilll Chief, they really was at this time.
