court fees being raised!

heres one even better, I fought a speeding citation in city court and lost Go figure! the citation was broke up as 20.00 fine and 127.00 court cost I appealed the case and was appauld to hear that I would have to pay an appeal bond of 750.00 I paid the 750.00 and when the case came up the officer and the city attorney were both present as was I. with no reason given to me the city attorney asked the judge to dismiss my case. The 750.00 appeal bond just keeps tax paying people that they work for from being able to afford an appeal why cant they just charge the original 147. 00 for the appeal bond. Also I had to get the appeal Judge to grant me a hearing for the city to refund my bond money they were going to keep it. The city im reffering to is the city of Ozark and the city attorney is Ms Spivey and one more thing during the hearing she addressed me as Mr Stanford but my name is Mike Dale She has no Clue!!
