The funeral service will be held at 2:00 p.m. on Wednesday, January 10 at the Episcopal Church of the Nativity on Holly Lane in Dothan. Close family and friends will meet funeral attendees at 1:00 p.m. in the Church Hall and beverages will be available. In lieu of flowers, please consider a donation to the Wounded Warriors Project, a favorite charity of Charles. Charles’ burial will be held at Arlington National Cemetery later.








Charles Quinton Allgood passed away peacefully at his home in Dothan on January 4, 2024. He was born in Trussville, Alabama on September 7, 1943. His parents were Charles Quinton Downs and Dora Ellen (nee Simpson) Downs, and they lived in Trussville until after his younger brother Johnny Roy Downs was born in 1946. Later his parents divorced, and his mother married Alton Conrad Allgood on May 31, 1951, in Marshall County, Alabama. Over the next decade three stepbrothers were born, namely, Michael Conrad, William Wesley, and James Ralph Allgood. In 1953 Charles and his brother Johnny were adopted and their last name was changed from Downs to Allgood.


In 1960 Charles was in an Army National Guard Military Police Company in Linden, Alabama when it was activated during the Cuban Missile Crisis. Then in September 1960 he enlisted in the regular army and attended Basic Training in Fort Jackson, South Carolina followed by Military Police School in Fort Gordon, Georgia. He served twenty-eight years in the Military Police and as a Special Agent in the Army Criminal Investigation Division Command (CIDC) in South Carolina, Missouri, Georgia, France, West Germany (West Berlin and Frankfurt), Kentucky, Alabama, South Korea, Alaska, New Jersey, and Virginia. During his career Charles investigated a wide range of criminal cases and he later specialized in white collar crimes – fraud, waste, and abuse. In December 1976, he was promoted to Chief Warrant Officer 1 at the CID Office in Fort Wainwright, Alaska. Then he became Chief Warrant Officer 2 during his tour at Fort Dix, New Jersey. On May 1, 1987, he received a commission as a Chief Warrant Officer 3 at the CID Frankfurt District Office, and later was promoted to Chief Warrant Officer 4 at the CIDC Headquarters in Falls Church, Virginia. Charles completed numerous job-related courses throughout his career to increase his expertise in criminal investigation and army knowledge through the Warrant Officer Senior Course and Army Service Schools. In addition, he pursued higher education and earned a BA in Criminal Justice at Trenton State College in New Jersey, an MA in Management and Supervision at Central Michigan University, and post graduate studies in Leadership at Capella University. Between 1985 and 1989 he worked as an adjunct college teacher for Central Texas College in the Frankfurt area where he taught a wide range of criminal justice courses and counterterrorism seminars.


He retired from the Army in October 1992 and the following year began his second career as a Hotline Investigator at the Office of the DoD Inspector General located opposite the Pentagon in Arlington, Virginia. There he was able to use his knowledge of fraud waste and abuse crimes and thereby save millions of tax dollars. On September 11, 2001, Charles completed a briefing in the Army ‘s wing of the Pentagon and then left the building about 20 minutes before the Boeing 747 jet crashed into that same side causing death and destruction for the immediate area. Charles never forgot how fortunate he was to have missed being killed that day. Through his hard work and diligence, he was promoted to Deputy Director of Hotline Investigations and held that position until his final retirement from Federal Civil Service in June 2008, and then moved from Virginia to Dothan, Alabama.

In 1965 Charles was serving as SGT with the 287th Military Police Company in West Berlin, West Germany when he met CPL Angela Greenstreet a military policewoman assigned to the 247th Royal Military Police Company in the British Sector of Berlin. Angela worked at Checkpoint Bravo located 10 miles outside West Berlin on the Berlin-Helmstedt Autobahn in the Russian and East German Zone. They were married on July 8, 1965, in the American Sector with a joint honor guard of British and American Military Police. Throughout their 58 year marriage Charles and Angela loved to travel to visit historic places and different cultures and they toured most of Europe , Russia, China, Tibet, India, Japan, Cambodia, Thailand, Vietnam, South Korea, Australia, New Zealand, Fiji Islands, South Africa, Zambia (walked with lions), Zimbabwe, Kenya, Tanzania, Morocco, Egypt, Israel, Brazil, Argentina, Chile, Easter Island, Ecuador, Galapagos Islands, Peru, Columbia, Panama Canal, Costa Rica, Mexico, Canada, and numerous American States.


Until his health began to decline in 2020 Charles remained active through membership in the Disabled American Veterans Chapter 87 Dothan, Dothan Fraternal Order of Police, Westgate Aquacise Classes, and the National Active and Retired Federal Employees Chapter 1609 Dothan. He was a member of the Episcopal Church of the Nativity from 2008 to January 2024 where he served on the Vestry, Security Team, Usher, and assisted his wife Angela in the Church Memorial Garden.


He loved to fish and was fortunate to have fished for catfish and bream in the Tombigbee and Black Warrior Rivers in West Alabama, blue fish off the coast of New Jersey, salmon (king, red, silver) in the rivers and lakes of Alaska, and sea fishing in the English Channel off the Isle of Wight. Charles loved to visit Revolutionary War and Civil War battlefields in Alabama, Virginia, Maryland, West Virginia, Pennsylvania, Tennessee, and New Jersey. In Europe he visited World War II battle sites in Holland, Belgium, France, Germany, and Italy. He collected civil war prints and met several famous artists who signed their prints.


Charles is survived by his wife Angela, brother Michael (Eloise), and brother William (Gail) and six nieces and nephews. He was predeceased by his father Charles Quinton Downs, stepfather Alton Conrad Allgood, mother Dora Ellen Allgood, brothers Johnny Roy Allgood, and James Ralph Allgood. The family would like to thank the personnel of Interim Healthcare of Dothan and Home Helpers who provided nursing and home care throughout the past two years. During the final days Enhabit Hospice Services worked with Charles and enabled him to have a peaceful transition to his final resting place.
