COMMISSIONER RICKY HERRING FACEBOOK POST THIS PAST WEEK

It can be incredibly tough when professional success inadvertently creates distance or tension with the people around you. Workplace jealousy is a quiet battle that many face but rarely talk about. If you are navigating this right now, remember these three things:

HOUSTON COUNTY:      Ricky Mitchell Herring has been employed as a Houston County Sheriff Patrol Deputy and Houston County Sheriff Criminal Investigator since Former Houston County Sheriff Andy Hughes was Sheriff.

Almost eight ( 8 ) years ago Deputy Herring sought election was District 3 Houston County Commissioner. After being elected now Deputy Sheriff/County Commissioner Ricky Herring was asked not to take the            $ 250.00 a month ( $ 3,000.00 per year ) auto allowance because he had a Houston County Sheriff vehicle. According the sources Deputy/County Commissioner Ricky Herring said “they”made him take the $ 250.00 a month, along with the $ 33,000.00 a year salary and cost of living raises in addition to his salary and cost of living raises given by the commissioners for being a Deputy Sheriff. Somewhere along the track Herring was promoted to Sergeant.

Along the way Houston County Sheriff Criminal Investigation Division apparently was not moving at the pace Houston County Sheriff Donald Valenza desired. Then Sheriff Valenza made Brandon Barnes Sergeant over criminal investigators. Sgt. Herring’s leadership was then somewhat deminished and Sgt. Brandon Barnes took over management.

Houston County Sheriff Captain James Ivey came along four years after Sgt. Deputy/Commissioner Herring and sought election as Houston County Commissioner, District 4. Captain Deputy/Commissioner James Ivey was asked not to take the $ 250.00 a month auto allowance since he had a county vehicle. Ivey did not take it.

Not sure why Sgt. Deputy/Commissioner Ricky Herring was “made” to take it and Captain Deputy/Commissioner James Ivey was not.

Sgt. Deputy/Commissioner Herring then took Southeast Health to task over the appointment of members of Southeast Healthcare Authority. Sgt. Deputy/Commissioner Herring led the path calling for an election of the qualified voters of Houston County on the appointment of Southeast Heatlhcare Authority members. A huge power play for Sgt. Deputy/Commissioner Ricky Herring and fellow sitting members of the Houston County Commission.

Vote time Sgt. Deputy/Commissioner Ricky Herring and the other commissioner’s did not just loose, they got japped slapped by the voters. 64% of voters in Houston County said no to giving county commissioners input to come up with names and nominate people they think could be appointed to the hospital board.

Then Sgt/ Deputy/Commissioner Ricky Herring decided he did not want to seek re-election as a Houston County Commissioner. It is RSN belief that Herring wants to be Houston County Sheriff upon the retirement of Donald Valenza. And Herring knew a 64% of higher chance he would be defeated in a re-election bid and he did not want an election defeat and him run for Sheriff.

On June 30th Houston County Sheriff Major Bill Rafferty will officially retire. Major Rafferty has managed the finances of the Houston County Sheriff Department for the past 12 or more years. With his retirement apparently Sheriff Donald Valenza felt Ricky Herring could handle the financial management of the Sheriff Department. Sheriff Valenza promoted Sgt. Deputy/Commissioner Ricky Herring is Lieutenant. When everyone was told there would not be another Captain appointed, out of  no where came Sheriff Donald Valenza appointing Ricky Herring to the rank of Captain.

When Sheriff Valenza was asked he used the analagy that the financial administrator should hold a rank of at least a Captain. The rank given the two month Lieutenant is only as long as Ricky Herring is financial adminstrator. Should Herring leave this post then he would go back to the rank held before.

It is not clear if that would be Sergant or his two months or less he was Lieutendant.

Many within the department are chapped about this promotion to Captain. Others have held higher rank in the department and feel thay were skipped over. And some think there is an ethical violation because Herring is a Houston County Commissioner until November. The budget hearings are kicked off and Herring will hear the budget presentations and will be the focal of making the arguements for the Sheriff Department budget, and then will turn around and vote on the budget which is required by September. Unless Commissioner Herring resigns and allows Commissioner Elected Ashley Enfinger to go ahead and take office before November, thus removing the ethical violation potential.
