DOTHAN – HOUSTON COUNTY: This morning Dothan Attorney Stephen Etheredge filed in Houston County Circuit Court a complaint against the Dothan Mayor and City Commissioners in reference to reasoning property on Rowland Road.
The complaint filed was on behalf of Plaintiff’s Peppi Cooper, Charles Jay McCallister and Charles Jeffrey McCallister.
This complaint stems from the recent reasoning of 50 acres which was recently removed from the Highway 84 East Master Plan. Originally adopted by the Dothan Planning Commission on December 19, 2018 and ratified by the Dothan Commission on January 15, 2019. The 50 acres was removed from the Highway 84 East Master Plan in December 2025.
The discussion, as RSN understands, the 2018 and 2019 actions of the Dothan Planning Commission and then Dothan Commission would allow apartments to be constructed. But according to what RSN understands the issue was not properly advertised and residents notified back in 2018 and 2019. Years later when the residents surrounding this area and Hidden Lakes Subdivision found out, the residents of Twin Oaks, over 500 residents, objected and wanted the zoning changed.
The complaint asks the court for injunctive relief stopping the re-zoning stating the City of Dothan has not done this properly.
Some of this Highway 84 East Overlay project was first introduced to the Dothan City Commission, as I understand, under former Dothan Commissioner of District 3 Albert Kirkland. The vote then surfaced after Bradley Bedwell unseated D3 Commissioner Albert Kirkland in the election. Then D3 Commissioner Bradley Bedwell learned of this when recently campaigning for re-election and was told by many homeowners they were not aware of and objected to the rezoning.
RSN does not claim to know all of the facts, but the above is a basic description as I know it. The re-zoning was in a 4-2 vote with Mayor Saliba absent from the meeting, D5 Commissioner Gant Pierce and D6 Commissioner David Crutchfield voting NO on the zoning change and D1 Commissioner Daniels, D2 Commissioner Kirksey, D3 Commissioner Bedwell and D4 Commissioner Stock voting in favor of the re-zoning.
Now the case headed to Houston County Circuit Court to be heard by 20th Judicial Circuit Court Judge Todd Derrick.
The court action was filed this morning at 9:01 AM. The defendants will have 30 days to respond after served the complaint and then will be set for a hearing.

The Troy Police Department is asking for the public’s help identifying three women believed to be connected to an organized retail theft incident at a local business.
Surveillance images released by investigators show the three suspects entering the store separately. Detectives say the women are persons of interest in an ongoing investigation involving coordinated theft activity.
The first suspect is seen wearing a light-colored sweatsuit with tan shoes. The second suspect is dressed in a colorful patterned sweater, black pants with a white design, a winter beanie, and tan boots. The third suspect appears to be wearing a black sweatshirt with a graphic design, black pants, pink Crocs, and carrying a patterned crossbody bag.
Police urge anyone who recognizes these women or has information related to the incident to contact the Troy Police Department at 334-566-0500. Anonymous tips are welcome.
The Dothan Police Department is asking for the public’s help in locating a missing 11-year-old girl last seen early Tuesday morning.
Kymber Sheffield was last spotted in the 800 block of Dusy Street during the early morning hours of December 10. Police say she was wearing a black jacket and blue jeans at the time of her disappearance.
Kymber is described as 5 feet tall, with black hair and brown eyes. Officials believe she may still be in the Dothan area, possibly traveling on foot somewhere inside the Ross Clark Circle near Dothan Preparatory Academy.
Anyone with information on her whereabouts is urged to contact the Dothan Police Department at 334-793-0215 or 334-615-3632. Police say callers may remain anonymous.
ALABAMA: Well, the Alabama SSUT, Simplified Sellers Use Tax, is pitting some of Alabama’s biggest cities against counties. Unified, Alabama does not stand.
The City of Tuscaloosa, one of the BIG 10 cities, of which the City of Dothan is a member of the top 10 Cities, has filed a lawsuit in Montgomery Alabama against the Alabama Department of Revenue over the SSUT, which is a online tax. The Big Cities claim they are loosing millions of dollars, annually, unfairly.
Houston County Commission Chairman Brandon Shoupe has spoken out against the City of Tuscaloosa over this lawsuit. Recently the Town of Rehobeth has joined Houston County as a defendant in the lawsuit. Now the City of Mobile has joined the lawsuit as a Plaintiff siding with the City of Tuscaloosa. The City of Dothan has remained silent on the issue.
The Big 10 cities, such as Tuscaloosa, has stated the state’s formula for distributing online sales tax revenue is unfair. The SSUT was implenmented in 2015 and collects 8% in taxxes for all onlie sales originating in Alabama. The Alabama Association of County Commissions have stated tht Tuscaloosa and other major cities could expect stiff opposition from entities that represent every citizen in the state. And this issue is expected to be a hot topic in the Alabama Legislature in the 2026 Legislative Session, which is an election year.
A complicated issue. That is hard to understand. There is a court hearing in Montgomery County Circuit Court in January 2026.
